will an m138 ballast break my new reeflux DE?

I've been reading a TON searching for light info, and am on the verge of brain destruction. It does seem that an HQI magnetic ballast (like the m138 that came with my outer orbit) will not light the reeflux well. the bulb is VERY yellow, even with some actinics. Am I on the right path with the ballast (elec or pulse start replacement)? I wouldn't mind just a ballast replacement if it is necessary, instead of a new fixture. TIA.
