Anyone help with a hofer gurgle buster?

Been trying to dial it in all day but no luck. I have a 40B with an eshopps 800 HOB overflow and a mag 5 return (which is also really loud ) at 4'.

Should the water level ever be above the overflow ring of the bushing that covers/exposes the drain holes? I have had it as high as the top of the endcap but that doesn't look right to me.

I'm wondering if I have too much flow but coming from a HOB filter, anything is more. I am not getting a constant gurgle but there is a lot of turbulent water in the DT and in the overflow box. However, the hofer is currently set so that the bushing overflow ring is fully submerged so there is no falling water in the rear overflow box (baffled U tube chamber and drain chamber). Fair amount of sound coming from the airline as well.
