Question About topping off water

So I had my tank at about 75% full for 8-9 days ( didn't de-chlorinate, but the chlorine should have dies off), and then I obtained my live sand, added it, and today I received my live rock, which I proceeded to add.

The Water didnt rise to the top, and my question is can I just top off the water with filtered water coming from my reverse osmosis filter without adding any de-cholrinator?

I don't know what kind of RO unit you are using, but if you have a quality filter it should take out the chlorine for you and it shouldn't be a concern. If you are going to add more water, you need to remember that it is saltwater you need to add. Assuming you had saltwater to begin with before you added the rock.

Chlorine damages the RO membrane. So before water enters the membrane all the chlorine needs to be out which is done by using carbon to remove it.

Its definitely a quality filter, cost about $200

I'm just adding pure water because my specific gravity was a bit too high, I was just making sure that this wouldn't kill any of my live rock/sand...it won't, right?

No the RO water will have not effect at all on the rock and sand, as you said it will help bring the Specific Gravity down to where it needs to be.
