Finally got a tank! Need some help.

Hello, I finally got a saltwater fish tank! It is a used 12g nano that comes with a lump of soft coral, a sea urchin, and a couple of hermit crabs. Right now I am having a huge problem with green hair algae. It is basically everywhere. I did alot of manual removal and pulled about 2/3 of them off (the sea urchin actually look like a sea urchin now rather than a green ball).

My question is what should I do next?
Do I try to change the water more often?
Also how do I know if the coral is alive?
One of the light bulb is gone (blue one). How long do I have before, I must replace it?
I actually already have a DIY LED kits but have not had the time to put it together yet.
What exactly does each of the 3 chambers in a Nano do? (I have not seen any kind of mesh like filter in larger tanks)
