ID: Barnacle? Trunicate?

Saw this growing on a spare shell. It has a tiny slit-like mouth that pops open and a feather duster like fringe pops out then back in. Assuming it's a barnacle or trunicate(sp?)?

best pic I could get (I'm getting better!) :
