Question 10 gal tank with refuge,return pump?

ok so im gonna set up a 10 gal reef like the youtube '' nano lagoon''.
i though tof makeing a sump which i have done before but wasnt confident that the house wouldnt flood should the gravity DIY overflow made from pvc gets cloged or stops working. how does the return pumps work? i mean does it have a float that determines the water level and turns it off if if the sump isnt filling by the overflow? i want to create a good sump but i dont want a flood either! please explain how u keep this from happening and how the pumps work??
