10g sump water level on return too low??

The sump was given to me. The water level on the return pump always too low with me tweaking the return pump to tee off back to the sump. tank has 1" drain with 3/4" return. return pump is mag 3.
Is the 10g sump design has to redo in order to have water level on the return pump area higher without actually adding more water. By adding more water, when the power shut off, it can overflow the sump.
Should I redo the baffles?
