Solar 750 Dimmer for LED?

Hi, does anyone out there know how the solar 750 dimmer for IceCap Ballasts works? and can it be Modified to be used to provide the dimming signal to a dimmalble LED driver? I just have one lying around and want to recycle it if possible as I won't be using VHO much longer on any of my systems.

Or, is there anything inexpensive out there preferably off the shelf, that will operate in the same manner to control LEDs (timer turns on leds dim up to full, timer turns off leds dim down and go out)?
