Rock became concrete

Ok for a while I was dripping kalk. and Cal. addiditive incorrectly and the sand started to become solid especially around my live rock... Infact under my live rock the sand and rock have become 1 all way down to the glass... ROCK SOLID...

I am not adding anything to the tank now just fresh water

Should I take a chance and try to remove the lowest level of rock or should i just add some more sand so you cant see its solid... (its 3 inches thick in some places)... I dont want to risk cracking the tank...

Is there anything that will reverse the process over time?
