Spotted Cardinalfish not being nice

Bought a pair of spotted Cardinalfish recently. One keeps messing with the other. Chases it around and tends to be aggressive toward it. The "bully" is feeding really good but the other on isn't. Actually I haven't seen it eat in days. It tends to stay in the upper corner of the tank behind the skimmer intake, hiding. Anything I need to do? Maybe take one of them back?

There is a sticky on fish purchases; that is what gets along with what.

I see on liveaquaria.com that spotted cardinals like to school but one will establish a hierarchy. Maybe 3 would be better than 2?
