Dinoflagellates HELP

I have a algae problem in my tank, and i am not sure how to deal with it. I have tried sucking it up every week for about 3 weeks now, but rapidly grows back. How can I prevent this algae from growing.
Water Parameters are fine, i have no protein skimmer, 9 hour lighting, and I do not overfeed my one fish.
