Starting a QT
I have everything I need and have read sites instructing how to impliment one. However, I am expecting a fish tomorrow and would like to quarantine him, but I do not have time to mature a filter. Can I use water from my DT and place in the QT for a new arrival in such a short time?

Yes, and I think that's a better option anyway. Just have new saltwater ready to replace water taken from your DT to keep your QT parameters in order. I've been running a QT for a couple of years now and just do water changes in the QT when ammonia or nitrites start to get too high.

You can use some DT water if you like but you are better off just using freshly made saltwater, very little if any nitrifying bacteria will be free floating in your existing water so don't expect the QT to cycle that way. Otherwise, do as Ron has suggested & monitor your ammonia spikes & do water changes accordingly dor the QT.
