What is the best way to silence a bottom drilled tank drain?

You didn't give us much information. What type of overflow, gph of your return pump, etc).

It depends on where the noise is coming from. Noise can be caused by air getting trapped in the drain and causing a flushing sound (search durso, herbie and bean animal for fixes). It can be caused by the outlet of your drain pipe being too far under the water in the sump (recommended is 1" below water line). It can be coming from the water stream from your anti-siphon hole in your return line (put a piece of filter foam in the overflow so the stream hits it and not open water). How far is the water falling in the overflow?

Silencing a tank usually involves fixing several things.
