Need help ID, is this bubble algae?

No, not bubble algae. Some kind of slime algae or cyanobacteria. Bubble algae looks like a small marble or a small grape. They are actually quite pretty if they weren't so easily spread. Your algae could be removed by higher flow or blasting it with a turkey baster.

I have an mp40 in their. Should I just turn up the speed or turkey base blow it.

I vote for both. Loosen what you can with the turkey baster and try to suck out as much as you can (with the turkey baster).
A variety of snails would be good to help control the various algae you can get growing.

Yeah looks like cyano. Check your phosphate levels. Are you using rodi water?

Since October 2011. It's only on this small piece of rock that the zoo colony came attached to. I been thinking about an RO system though.

Was the cyano on the rock when you got it?
Where do you live? Are you connected to your local reef club? Ask them where they get there water. There has to be a LFS that is trustworthy. It's probably that water that's causing the problems. Test your water and post the results.
