adapter questions

I bought two small led strips for my refugium. One of the adapters is not putting out the required volts. Therefore, the light will not work with it. I don't know alot about electricity but I can tell you the specs on the light and the adapter. The adapter that came with it says IC-DC 15 AC adapter. INPUT 85-265V OUTPUT 15V Now on the light, it says DC 15V 3W. I have this extra laptop adapter and it says on it INPUT 100-240V OUTPUT 20V Would this laptop adapter be safe to use for a power supply for the light?

Get the correct power supply. Either from the place you got the light or go to Radio Shack and get one that matches the specs. If this is a new item, does it not have a warranty?
