Tradewind Chiller

I have a Tradewind drop-in Chiller that i noticed was continuing to run. The motor was runner, but the coil was not cooling. I don't know much about this equipment......any suggestions? Could it be dirty? I'm assuming it doesn't use freon? At a loss with water hitting 80 degrees!
