SC skimmer tuning?

I have a SC 65 and i had it running great on my 30 gallon nano pulling out some serious dark chunky stuff and i switched it over to my new build and now its just pulling light green water nothing serious like before, i tried changing the water level of the sump to see if i could get better skim but nothing ?

It always depends on the bioload. Your new build does not have enough of a bio load, yet.

that too but im also having a problem tunning it to get a correct foam head it either will over flow or just fill the cup with water.
