Whats the highest fish/gallon ratio you succesfully ran?

Hi, I have been struggling to get NO3 and PO4 to rise a little in my tank and I believe my nutrient export is over done. I have increased feeding and reduced water change % and still my NO3 never hits 1ppm, phos is always 0.00ppm or can creep up to 0.06ppm, but a little GFO solves that in 2 days.
Anyways, Im considering increasing the fish load by a few. To get an idea, what is the highest fish per gallon ratio you have kept with out problems like algae everywhere and high nutrients?
