Red slime algae, cyanobacteria. It is caused by high nutrients, namely nitrates and phosphates. There is info all over this forum on how to deal with it.

RSM 250!!! The skimmer is horible i am upgrading it with the Deltec MC 500 this weekend. I have 1 inch deep sand bed about 60 lbs of live rock and stocked with 1 desjardini tang, bicolor blenny, 2 perc clowns, 1 tiger goby. I have gonipora and some mushrooms, and a blasto frag. I am running Phosban and some nitrate pads.

I should just turn the skimmer off it has never pulled any skimate out. i think once i get the new skimmer it should be a little better. I have been doing a 10% water change once every 2 weeks. anything else i should be doing.

Skimmer is s big part of your problem, phosban is no where near as good as HC GFO in a reactor, nitrate pads if not chaged often enough will release NO3 back into system. Get a good skimmer and look into carbon dosing

What is HC GFO? With the RSM 250 i do not have the luxury of having a fuge or sump to have install a reactor. Also i just got a dosing pump should i dose carbon? Where can i get more info on that?

You may want to do larger water changes, and even weekly WCs until you get the cyano under control. This will help to take out extra nutrients. I do weekly WCs on a regular part of my routine (they are smaller tanks than you have though) and change out at least 20% of the water.
