2 hydor 750 circ pumps
Two 54 1 watt 10000 k led steips

No biggie you're probably just picking up some light debris from the sand bad with your power heads. Then it's settling on your rock.
I have fish that like to did holes in the sand to make nesting areas and cause the same issues.

Might want to throw a filter sock on and stir up the problem areas, the sock will collect the stuff in the water and help clear up the issue from happening over and over... just a thought...

I sounds like debris and you probably should add some more powerheads to prevent dead spots.

Like others have said, it just sounds like debris. Did you rinse the sand before adding to the tank? I didn't on my first bag and had tons of incredibly fine bits of sand all over the rock for a while. I added a sock filter and used a power head to blow off the rock and debris, a day later, no more debris.
