deposites on glass

i have no idea were to post this i am fairly new here. i am in the process of converting my parents fowlr tank into a reef tank. the tank is 9 yrs old and i just added lights and coral in december 2012. there have been alot of problems with excess nutrients due to my mom being a big over feeder combined with about 7" of crushed coral no skimmer (until december 2012)and they are not so great about doing water changes. now here's my question. what the heck is this all over the glass? you have to scrape it off with a razor and within 24hrs it's back.

Have you checked your parameters lately ?
Calcium
alkalinity
Magnesium

Looks like calcium to me....what does your water test at for Calcium?

If they are not good at basic husbandry, why are you converting it to a reef?
Are you going to take care of the tank long term? If not who will?
Have the problems been taken care of? What about the 7" of CC, has that been swapped for a better substrate?
Have you done a full water test? Amonia, Ph, Nitrate, Phosphate, Cal, Alk, Mag, Salinity? If so, what are the values?
What size tank is this? What lights, skimmer, sump?
I ahve never seen any build up like that. It comes back in 24 hours?

I asked everyone I know before I posted this and no one has any idea what it is. It has never happened before and the tank has been running for 9 yrs. It started shortly after the introduction of the coral and the lights. it's hard like coralline or hard water deposits you have to scrape it off with a razor. cal, alk, mag, ph, and salinity are all good. obviously the rest are a little high. and yes it comes back in 24 hrs.

It seems to be effected by the lights. any other ideas besides calcium deposits?

well in case anyone with the same problem stumbles upon this I figured out the problem. The lights were on for a ridiculous amount of time. My father had attempted to shift the time so that the lights would be on later in the day. He instead made it so they came on at the same time and shut off later. When I realized this I returned the lighting to a reasonable amount of time. With in a couple weeks of all of the white deposits disappeared.
