First Tank-Questions-Please Help

I am planning on getting my first tank soon and I just have a couple of questions.
-How much work is it. I did a lot of research and a lot of people talk about all you need to do is some maintenance and simply keep the tank clean. I also see a lot of people talking about sickness and other things. How often does an infection such as itch. Will I have to constantly worry about those things?
-After i get all of my equiptment setup, all the fish in, and all the decor ready. Will it constantly cost money to keep it going?
-Will this setup work good?-20 gallon long aquarium
-aqueon versa top 30 inch
-aqueon quiteflow filter 30 gallon
-a hanging holder for 2 t8 2 ft, bulbs
about 7 inches from the water
-Lastly, does this fish setup sound good- 3 african dwarf frogs
- a mix or 3 or 4 guppies and mollies
- one or two algae eaters

Well this is a reef forum (saltwater tanks). It sounds like you're trying to set up a freshwater tank, yes?

I would try a freshwater site, not salt.

3-4 guppies will be 300-400 in a short time.
