Tek 8 bulb t5

When I turn it on its only firing 4 bulbs, any ideas? It has 2 switches to turn on and each one is only turning on 2 of the 4 bulbs.

Ballast is probably out

More likely both ballasts or some wiring/end cap issues

Each switch is supposed to turn on 4 bulbs
