Par38 LED question

Hello! I'm planning on starting a 5 or 10 gallon tank to house a rather fascinating mantis shrimp that is currently terrorizing my main tank. Now, this should be very simple, but since it's a new tank I obviously have to try and keep corals in it. LEDs are something that is completely new to me and I understand that the par38 bulbs are the newest best thing for small aquariums. I'm trying to be as economical as possible with this tank and I came across this light on eBay. Is this a good buy or should I go a different route? Thanks! - Jeremy
