LED supplemental Lighting

I have been looking at getting a LED strip to supplement my current lighting while trying to not go over the $100.00 mark (I would really like to get a clam).

I wanted to add LED's to get the shimmer effect that I love as well as boost my lighting so that the corals can grow more while avoiding adding more T5's/halides because of the amount of electricity and heat those can result in.

My corals are growing very slowly and I would like to speed this up a little. I have had this tank running for almost 6 months and nothing has really grown(other than hair algae) I dont even have much coaline algae. My Acan has added only one head and I have gotten maybe 4 new mushrooms. My zoas are staying the same and I have some motipora (both branching and plating) that were dying and are now coming back but are not actually growing. Here is my current lighting setup:

48" 4X54 watt T5 fixture on my 90g. reef tank with 2 actinic and 2 10K bulbs.

My water levels are as follows:
Ammonia - 0ppm
Nitrite - 0ppm
Nitrate - 0-5ppm
Phosphate - 0-.25ppm
pH - 8.0
Alk - 8dKH
Calcium - 400ppm - 420ppm
Magnesium - 1350ppm

Does anyone have any suggestions on what LED I could buy to supplement my current lighting to get the growth that I am trying to achieve and also allowing me to add a possible clam as well while trying to not go over the $100.00 mark?

48" Ecoxotic is 89.99 but it is not going to do anything.

Build My LED for a Good Strip LED but they are like 300

You are not going to find anything beneficial for 100 or anywhere near that.

$100 for anything that will pack a punch will be difficult. Maybe 4 luxeon M RBs on a constant current driver and mounted to some C channel.
