In tank overflow

Ok so I have a 140 gallon tank that has a height of 27 1/2 inches but my overflow only goes up 23 1/4 inches, the hole in the bottom of the tank is 2 1/2 inches. My question is would it be ok to fill the tank to the top or will this not pull enough to filter the tank? I really don't want to lose the extra 20 gallons or so, and I don't want to see the water line. Any suggestions?
