How much flow?

How much flow should I have in a 4 foot 75 gallon REEF? Is it 10X or 50X the water capacity?

Currently I have two pumps on my tank.. I am not sure what their capacity is b/c I have had them forever... and my new reef about 6 months old is having a cyano outbreak. I have manually pulled it out / added clean up crew including truchus snails / and want to increase my flow.

3 Foot 46 Gallon Bow Front tank / 50 pounds live rock / Power Compacts 2X 96 Watts / 2 powerheads / valentini puffer / flame angel / dragon wrasse / percula clown / fire shrimp / 15 years up and running
