Jager Heater

So this heater is several years old. I need to test to see if its working, but if the light does not come on, does that mean its not working? The one in tandem was lit. Is there a simple way to check operation?

put in cold bucket of water see if it warms up, I have had one on my tank for a year now that the light dont turn on but it works

Thanks. Its such a stupid question. The tank is holding temp, but it has turned warm here.
