blue LED vs actinic
Can blue LED replace actinic bulb?

No..........blue LED is 445-465nm.
Actinic is 400-420nm.......most pure actinic bulbs peak at 420. You can get 400-420(violet) Leds, but they aren't the same as the bulbs to our eyes. A mix of blue and violet LEDs have been popular lately if you're looking at them as supplements to add pop.

Most any violet and blue (400nm to 480nm) you can add to your tank will be helpful to your coral's zooxanthellae.
