Question Sand issues

So I purchased a biocube 29 from a friend to get back into the hobby. Its been setup for a year before I moved it.

I am noticing after 3 weeks the sand still clouds the water every time I touch or move anything, even simply moving the magnetic algae cleaner near it. Can I take 1/3 to half of it out and mix in a courser sand grain to prevent this?

With my previous take my yasha goby and pistol shrimp where presumably killed in the collapse of very similar sand and i would like to prevent that from happening.

You may need to have a carbon filter on it to get some of the silt out. It will filter out in a while.
