Ich or velvet?

it started with my coral beauty angelfish developing white spots around gills. Shortly after royal gramma started flashing. I put everyone in QT and things are getting worse. 7 days later salinity is at 1.009 but clownfish now lost a lot of color and has white spots. (I believe partly due to rising ammonia levels). I've done two 50% water changes over the course of 20 hours. Things are looking grim

What could this be?

A few generic symptoms: not eating, listless, breathing fast, skin peeling, sometimes gasping for air at top.

Ph 8.0
Sg 1.009

Looks like velvet to me. Usually ich is bigger spots.

Velvet. Hypo will have no effect.

I was afraid of that. I don't know what to do. Copper and hyposalinity don't mix well. I originally thought this was ich.
