How are you trying to catch them? Do you see them running around or do you see their burrows?
Honestly I think the best way is to wade out and find pieces of live rock rubble that you can carry back to shore with you. Smash the rock and you should find mantis shrimp. If you see coral, fish, snails, crabs, whatever, there will be mantis shrimp nearby. I used this method to find a whole bunch of inverts while I was in Bora Bora. I just picked up an old head of coral that had long since died. It was covered in algae and when I smashed it open, tons of pistol shrimp and crabs burst out. Pretty neat seeing all the different species. Otherwise, a net and some patience at low tide will probably be your best bet. Not many of us are mantis shrimp catching specialists by any means. You might try asking one of the local pet stores to find you a mantis?
