Salifert NO3 Test, do I divide result by 10?

Confused by their instructions.
The color chart has two scales, only one color chart in the box -see photo
Instructions for "low range" says "you have to divide the color chart values by 10. For example 2 will become 0.2 and 50 will become 0.5"
I'm reading 25
Does this mean I'm 2.5ppm or am I 25ppm because I'm not on the lower scale (0-10)?
Both too high, but hoping it is 2.5!
Thanks

Should add the instructions say same procedure, namely water amount and reagents for "both ranges", which makes no sense at all. If you are level 10 you are on both scales???? Am I missing a color chart in the box maybe? The chart is not labeled medium or low.
Love great instructions LOL!

There is one color chart used two ways. When nitrates are high, the test vial is placed on the white part of the card and the analyst, you, looks down through the top of the test vieal and tries to match the color of the solution with one of the colored blocks on the card.

When nitrates are low, the side of the test vial is placed against the white part of the card and the analyst looks through the side of the test vial and tries to match the color as before. In this case, the nitrate level on the chart corresponding to the color match is divided by 10. For example, a match to the 10 ppm color patch means the nitrate level is 1 ppm.
