That looks like a photo taken by a Chinese satellite that can't focus and landed under the surface of a swamp on another planet! Sorry Optionman, I couldn't resist.
Seriously, you need a better photo. Maybe take it with full lights on, not just blue. The better light might also help you get it in better focus.

If it's green and vegetative rather than coral-like, get rid of it.

It looks kind of like like Caulerpa nummularia and some roots sticking out here & there. If you pull on these slowly sometimes you can remove quite a bit at a time.
