Fishy dead rock smell?

I am starting up a new tank and I reused live rock from my previous one. But first before transferring it I bleached them and gave them an acid bath and even after a few day soak in RO and drying they still smell sort of fishy.

My question is, does this mean that organisms survived bleaching and muriatic acid baths? Also if that's still die off I'm smelling does this mean it will jump start my cycle without me having to add ammonia?
