Cheap and Quiet air pump?

I need to run air about 9 ft, including down into 27 inches of water.

I'm going to put a Finding Nemo volcano into my son's tank and run it at night.

A lot of pumps are $10. But what will be quiet, strong enough and not get expensive by many times 10?

I've got a tetra that's really quiet. It's the one that's blue and shaped like a dome with four legs.
