Fin Damage

I have this small yellow tang. One day I saw a small hole in his anal fin, but figured it would just heal up. Instead it got bigger until it reached his tail. I then noticed a notch in his anal fin in another spot. When the fin didn’t grow back I suspected fin rot. But no other fish showed signs of it so I played the waiting game. Now many months later the fin has not grown back. Any thoughts or suggestions?

Not a great pic but best I could do.

HLLE maybe. Color looks whiteish around the eyes and gill racks, that generally indicate start of HLLE.

Make sure you're feeding good, fresh-frozen foods like Mysis, etc.
Fish fed dry food will usually have HLLE.
I used to acquire fish with torn fins and HLLE from LFS at a considerable discount, feed them my homemade food (squid, mussels, spirulina etc. etc.) and after a few weeks they were good as new.
