Looks like oxygen trapped in dinoflagellate slime.

Please turn the blue channel of your light off or way down and repost a pic...
Proper color rendition is important in identification pictures and all that blue heavily distorts colors and even causes focus issues... I certainly cant confirm dinos with that picture..It could easily be cyano too.. Its gas bubbles..and "something" else...
