Would you use an undersized uv sterilizer?
For the time being as I upgrade tanks I have a sterilizer good for a 90 but not 180.

Sure, why not. Couldn't hurt. And you don't want too powerful a pump. Assuming the unit is functioning properly, dwell time is the most important factor, so pumping water through them quickly is actually detrimental.
Ideally you'd future-proof the setup so that you can easily replace the old with the new.
