Upgrading to VHO ballast

I have an older hamilton fixture with 2 175 watt mogul halides and two NO flos. I got a ARO AS-220 VHO ballast and have encountered the wiring harness only has 6 wires for the FLOs and the ballast has 8. I can get each bulb to light individually, just not simultaneously when everything is wired. Any thoughts? Do I need to run an additional 2 wires and rewire the one end of both bulbs, or should I be able to make this work somehow?

The ARO AS-220 does not have or need a harness. You use the provided wire caps or use solder to extend the ballast wires to your endcaps. It should have the wiring diagram on the ballast itselt

I was trying to wire it to an existing fixture. I figured it out the problem was the fixture was wired in series and the ARO AS-220 is designed to have the lights wired in parallel. They're working now, thanks.
