Question about Fox Face Lo

So I have a Fox Face that has little grey specks on him in a little area and he is flexing his back fin all the time. First off I was just wondering if this is normal behavior and also if the grey specks could be ich. He has a great appitite and eats all of the formula 2 with garlic I feed but he will not touch algea strips and will not eat the green hair algea that is everywhere. WEll let me know what you think

They will flick their dorsal fin up regularly, nothing to worry about. Keep an eye on the spots though. If the number or size increases it may be cause for concern. You may consider cleaner shrimp or neon gobies
