Question Puffer in a 65

Is it inhumane to keep this Hawaiian Spotted Puffer in a 65 gallon aquarium?

That's a loded question... I personally think the tank is too small for a puffer. But hey, I get yelled at for having a RBTA in a 7g nano. I still have it in there... and it has been for 2 years. All about preference.
