UV Questions

I have had a UV Sterilizer in my tank for about 3 weeks, it has a wiper in it. Last night when I went to use the wiper it would not move. I took the UV apart and found that the quartz sleeve had a large deposit of either calcium or carbonate on it. My question is when the UV is on does it attract more deposits then when the light is off. I do put in calcium and carbonate buffers about once a week. All parameters are in the normal range. I was thinking if I shut the UV light off for a couple of hours while I add these things would it make a difference. Thanks for your help.
