ARO 4L Ballast Problem

I own the ARO 4L VHO retro-fit kit for 2 vho bulbs. For almost a year the bulbs have came on with no problem until this morning. Nothing happened when the timer switched them on. I looked on Hellolights website for instructions or help and saw that if one of the bulbs is out then neither will come on. I happen to have an extra VHO bulb that I only used for a couple of weeks and tried it in combination, switching out with the other bulbs. Still nothing. I read on Hellolights website that you can connect the red and blue connectors with each other and test bulbs that way. How should you go about doing that? Any other suggestions? TIA!!
