Live/Dead sand question

I took down my tank..out of pure fustration and anger last oct. Due to my addiction of this , I'm planning to get it up and running again only this time doing everything nice and slow and the right way. So, at the time I put most of my sand from the tank into a empty instant ocean container. Well i opened it up before and I almost passed out....not only is there still some water floating on the top in some spots but all the sand is still wet and smells of dirty sea water thats been sitting for waaaaaaay to long.

Anyone see a problem in me using this? I also plan to add another 20lbs of sand to it during the cycle phase. The container was sealed shut with that snap on lid you have to pry off...so i just image anything living is or would be dead.... or maybe not.

try digging through the sand to see if theres any black sand that grew... if there is, chances are you dont want it.. and does it smell like rotten eggs?
