Icecap Vs. XM

Any ideas on why an Icecap ballast won't fire a 15K XM bulb? (250w)

Also wondering why Icecap struggle to fire XM bulbs?

Taging along also wondering why Icecap has a hard time firing an XM bulb

had no problem firing the 10K XM... but for whatever reason it can't fire the 15K....

XM's bulbs arn't quite made to spec.
