start the cycle before the substrate
Ok so i just got the tank setup, filled, salinity is good, i will be getting some live rock and sand from an already established tank, but should i throw in some flake food or a shrimp to get the cycle going or do i need a substrate to cycle?

no, but i would have done those first. it might cycle some. long as it stays wet and trip is short. leave your flow off till sand settles. usually 1-2 hours. test H2o for a week, basics.
