live rock/live sand question

helping a buddy set up a tank that he has had idle for about 6 months. The tank has salt water but has not had any pumps on. Will he have to replace the sand? Are the rocks ok? What should we do?

Appreciate any help

it should be stinkin like road kill by now. everything is definatly dead. it can be cycled back to life with a powerhead and a piece of uncooked coctail shrimp. empty everything and rinse with a hose. start from scratch. REEF-ON!!!

Current Tank Info: SPS dominated barebottom display with BB sump since 2005, most consistant parameters in 19+ years of reefkeeping.
