can 150w ballast run 70w bulb

Well the subject line pretty much explains it, but a little more in the way of details:

It wouild be a double ended metal halide. I don't know what type of ballast it is, here is the system I'm interested in:

The Coralife Aqualight Advanced Tank-Mount, 1- 150 W 14,000K HQI. I like how this setup has a fan - I"ve found another clamp on specifically for a 70w bulb, but it doesn't have the fan, which I want since it will be a smaller tank.
