Question pc ballast burn out question...

Is it possible for a power compact ballast to burn out because of not enough power being available from an outlet? I just bought a brand new ballast after my last one burnt out, 'cause I thought it was old, and this new one lasted a whole 4 hours. I may be overloading my circuit and that's the only thing I can think of.

Ideas?

Wrong power from the outlet could cause it, also an old lamp could too if the ballasts doesn't have end of life protection.
